means:

(aa) an application made to the Titles Administrator under Chapter 2; or

(ab) a document accompanying such an application; or

has the meaning given by subsection 80(2).

for a change in control of a registered holder of a title, means the period:

(a) starting on the day the notice of approval for the change in control is given; and

(b) ending at the earliest of the following:

(a) when used in Chapter 3means approved in writing by the responsible Commonwealth Minister; or

(b) in any other casemeans approved in writing by the Titles Administrator.

This definition does not apply to:

means a site plan in respect of which an approval is in force under the regulations.
