(a) by or on behalf of the Commonwealth or an authority of the Commonwealth;

(b) under an enactment;

(c) wholly within a Territory; or

(a) in relation to a complaintthe acts, omissions or practices that are alleged in the complaint and that would, if proven, constitute unlawful discrimination; and

(a) in relation to the Commonwealth:

(i) a body (whether incorporated or unincorporated) established for a purpose of the Commonwealth by or under a Commonwealth enactment;
