means operations in which an aircraft is used, for hire or reward, for the carriage of passengers or cargo.

means an authority of the Commonwealth, and includes a body corporate that is incorporated for a public purpose by a law of a Territory and is declared by the regulations to be a body corporate in relation to which this Act applies.
